QUIC: consider NEW_CONNECTION_ID a probing frame.
According to quic-transport, 9.1:
PATH_CHALLENGE, PATH_RESPONSE, NEW_CONNECTION_ID, and PADDING frames
are "probing frames", and all other frames are "non-probing frames".
